On the far left is Roderick Theodore Chisholm, from Sydney, NS, who commanded the Cape Breton Highlanders from February, 1937 to November, 1940. Although his rank is not visible in the photo, it is believed he was the commanding officer when the photo was taken. Chisholm was a veteran of World War 1, having originally joined the 185th Battalion (Cape Breton Highlanders) as a private, in March of 1916.
The man second from the left has not been identified. From his medals, it appears he was also a World War 1 veteran.
The man third from the right is Bernie Miller.
On the far right is Edgar (Ted) Harold Small from Halifax, NS. In the photo, he holds the rank of major. He was a veteran of World War 1, having served in the 85th Battalion (Nova Scotia Highlanders) throughout the war. Small went on to command the Cape Breton Highlanders from November, 1940 to April, 1942.
The men are wearing First World War style Argyll and Sutherland Highlander uniforms. On the far left, Theodore Chisholm is wearing a badger head sporran seen in some pre-war photos. The unidentifed man and Major Small are both wearing World War 1 sporrans common to the 85th and 185th Battalions. Bernie Miller is wearing the six tassle CBH sporran that came into being in the 1920's or 30's, and was worn throughout World War 2. Note the ceremonial swords being worn by two of the men.

Around the time the photo was taken Don Forbes lived in Sydney. When war broke out he became adjutant in the Cape Breton Highlanders. In 1940 he transferred to the North Nova Scotia Highlanders and was with that battalion during the heavy fighting in Normandy, France. In August, 1944, he became commanding officer of the North Nova Scotia Highlanders and was later awarded a Distinguished Service Order and Bar.
